
COLUMBUS, Ohio – Ohio Governor Mike DeWine signed the following bills into law today. House Bill 67, sponsored by MPs Tom Brinkman and Brigid Kelly, creates the Veterinary Student Debt Assistance Program and provides veterinary education credit for free neutering and neutering services. House Bill 136, supported by Rep. Brett Hudson Hillyer, prohibits the death penalty if the offender was mentally ill at the time of the crime. House Bill 150, sponsored by Rep. Derek Merrin, cuts taxes on new banks and mortgage lenders. House Bill 263, sponsored by Rep. Kyle Koehler, revises occupancy license restrictions on ex-felons. House Bill 264, sponsored by MPs Shane Wilkin and Michael O’Brien, refinances loans for water and sanitation infrastructure projects. House Bill 308, sponsored by MP Tom Patton, addresses workers compensation and PTSD disability benefits. House Bill 431, sponsored by Reps Cindy Abrams and Rick Carfagna, creates the Sexual Exploitation Database. House Bill 436, sponsored by MP Brian Baldridge, provides an additional tool for assessing and supporting children with dyslexia. House Bill 444, sponsored by Reps. Brian Baldridge and Cindy Abrams, revises Ohio local statutes. House Bill 473, sponsored by former Rep. J. Todd Smith, allows the state motto “With God All Things Are Possible” to be used in conjunction with the Ohio State Seal. Senate Bill 256, sponsored by Senator Nathan Manning and former Senator Peggy Lehner, is aimed at sentencing offenders under the age of 18. Senate Bill 259, sponsored by Senator Vernon Sykes, authorizes the transfer of government-owned land. Senate Bill 260, sponsored by Senator Steve Huffman, addresses pro-abortion drugs. Senate Bill 312, sponsored by Senator Rob McColley, creates the Domestic Relations Division of the Hardin Court of Common Pleas.

Requests the Ohio Dyslexia Committee to develop guidelines for the identification, intervention, and remediation of children with dyslexia or with dyslexic characteristics and tendencies lexical;

Requests that the Ohio Committee on Dyslexia mandate the number of dyslexia-related professional development hours required of teachers;

Allows the Ohio Committee on Dyslexia to make recommendations on the ratio of students to teachers certified to identify and address dyslexia, the school personnel who must obtain certification and whether professional development requirements must include completion of an internship;

Requires that the department, in collaboration with the Ohio Committee on Dyslexia, identify screening and intervention measures that assess students’ literacy skills from a multi-sensory structured literacy program;
